Comments:
Requirements for the work:
• The working documentation must comply with the requirements of the regulatory documentation in force in the Russian Federation in the field of industrial safety, environmental protection, design and construction;
• The design of the working documentation must be carried out in accordance with the requirements:
- GOST R 21.1101-2013, Federal Law No. 116- FZ of 21.07.1997;
- The Urban Planning Code of the Russian Federation, Decree of the Government of the Russian Federation No. 87 of 16.02.2008 "On the composition of sections of project documentation and requirements for their content", the section Subsection 12b "Other documentation established by legislative acts of the Russian Federation" is subject to development
- RD dated 04.11.2000 No. 09-390-00 Standard Regulation on the procedure for organizing and Carrying out Work on safe Stopping for a Long Time and Conservation of Chemically Hazardous Industrial Facilities.
• The customer provides Technical conditions for connection to the networks of engineering and technical support (electricity, gas, etc.). The provision of energy resources should be carried out according to existing schemes or according to temporary schemes specified in the project.
• The Contractor, at its own expense, ensures the examination of the project and provides the Customer with a positive conclusion of the project examination together with the project. The types of project expertise are determined in accordance with the requirements of the current legislation of the Russian Federation in the field of industrial safety, environmental safety and urban development.

Mandatory conditions for participation in the tender:
The service provider must provide:
• a copy of an extract from the register of SRO members for the performance of design work for the development of design and working documentation that affect the safety of capital construction projects, including the;
• confirm that you have work experience in similar types of work;
• confirm the presence of positive references;
• balance sheet or profit and loss statement for the last 3 years;
• TKP, which consists of two parts:
a) commercial part;
b) the technical part.

The commercial part should include:
- commercial offer, according to Appendix 2, signed by the head and stamped by the company or scanned copy, fax. The total bid price must cover all the obligations of the bidder to fulfill the requirements contained in the tender documentation and the terms of reference, including travel and transportation costs, the cost of the project examination, etc.
