Dear sirs!
This competitive procedure for the preliminary selection of a Contractor is directed in accordance with the Tender Regulations of the Tender Organizer within the framework of the request for commercial proposals procedure, which (like the Contractor's pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation.
Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time without explanation, without incurring any responsibility to the Participants.
To participate in the tender, you must send via ETP www.b2b-center.ru the following set of documents, consideration of applications without these documents is not provided.
1. An official letter from a potential supplier (Applicant) about the absence of circumstances preventing participation in the tender (COMPLETED APPENDIX _ Application for participation).
2. Certificate on the status of settlements with the budget received by the TCS (no later than 1 month before the date of submission of the KP)
The validity period of your offer must be at least 90 (ninety) days from the date of receipt of your offer. If an agreement is concluded with your company during the validity period of the offer, then the validity period of your offer remains unchanged until the fulfillment of obligations under such an agreement.
1. The tender organizer reserves the right to select several winners, dividing them at its discretion and without explanation among several potential suppliers participating in the competitive procedure.
2. An organization/documentation that does not comply with the requirements and forms specified in the notification, the Organizer has the right to reject without explanation and recognize this documentation, and, accordingly, the Applicant, does not comply with the requirements of this competitive procedure.
3. A visit to the facility to get acquainted with the scope of work is MANDATORY. It is necessary to visit the factory and meet with representatives of the Customer, the contacts are specified in the Terms of Reference.
4. Conducting a competitive procedure includes bidding directly with filling in all additional fields of proposals. APPLICANTS are selected based on the provided documentation. The offer must be uploaded before the end date of the auction.
5. Prices should be indicated without VAT and include all Contractor's expenses for the performance of work, and Contractor's remuneration.
6. Payment will be made in rubles with deferred payment, according to the terms of the contract, on the Customer's payment day (working Monday and Wednesday) after the completion of the work and the signing of Acceptance Certificates. Please take into account that any advance must be secured by a Bank Guarantee (not welcome). Standard penalties are 2.5% per week.
7. The winner(s) of the auction is approved by the Chairman of the tender committee, based on the results of all cumulative factors (price, deferred payment, availability /absence of an advance, guarantee, standard conditions of Rusagro, terms of work, absence of obstacles to the execution of the contract, quality and completeness of the documentation provided).
8. All trades for Rusagro counterparties on B2B ETP are free. EDS is not required at the moment.
