Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:• The initial advance upon the conclusion of the contract may not exceed 20% of the contract price.
• Further payment is made based on the results of the completion of each stage of work minus the advance amount, proportionally (20%) withheld from each invoice for the payment of work. Payment is made by non-cash transfer of funds by the Customer to the Contractor's account within 10 (ten) business days from the date of receipt of the invoice for payment and signing of the certificate of completed works for each stage of work. The invoice for payment and the certificate of completed works must be provided by the Contractor within 5 (five) calendar days after the end of the reporting stage of the work.
• The date of payment is considered to be the day of debiting funds from the correspondent account of the Customer's bank.
Delivery terms:• The Customer provides the Bidder with Technical Specifications for connection to the power supply networks of Khabarovsk Airport JSC No. 9.2-1271 dated 07/11/2023.
• The mode of work of the Bidder's specialists includes both work on the site and work in the Bidder's office.
• The Customer will provide access to the territory to the Bidder's employees in accordance with the lists submitted in advance (5 working days in advance).
• Ensure high-quality performance of work in accordance with the Terms of Reference, work production technology, current standards and specifications, requirements of Russian legislation, regional regulations, current standards and rules governing the procedure for performing work.
• Ensure that the work is performed by qualified and duly certified personnel. In the course of work, observe the rules of the access regime in force on the Customer's territory.
• Bidders undertake to ensure the safety of work when performing work, compliance with fire safety rules and to ensure the implementation of the necessary measures for occupational safety and industrial safety.
• To coordinate with Khabarovsk Airport JSC and the owners of land plots the route scheme of cable lines.
• Coordinate the project documentation with Khabarovsk Airport JSC.

Comments:
• The Bidder should carefully study the Bid documentation and take responsibility for obtaining the necessary information regarding risks, unforeseen expenses and other circumstances that may affect the Offer. Failure to comply with these conditions is solely the Bidder's risk, and does not release from responsibility for any mistakes and shortcomings made.
• Any clarifications, interpretations or corrections will be sent to prospective Bidders in the format of clarifications via the electronic trading platform (with a copy for all Bidders of the procurement procedure).
• If the Bidder of the Procurement Procedure does not ask any questions regarding the scope of work, significance, discrepancies and the like in the BID documentation, it will be considered that the Bidder is familiar with the requirements, and no claims will be accepted after the submission of Proposals.
