1. This competitive procedure by prior contractor is made pursuant to the tender the tender Organizer Regulations within the framework of the implementation of the procedures for requesting bids, which (like the ongoing procedure preliminary selection of the contractor) does not constitute an offer, auction or competition, and her conduct not governed by art. 447-449 h and 1057-1061 h 1 2 CC of the RF.
