Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Delivery terms:To submit to the Customer the documentation in full (including supporting calculations) on tangible media, namely: in 3 (three) copies on paper, in electronic form (in editable formats MS Word, Excel, Visio, AutoCAD 2010, Adobe Acrobat, DVD and in PDF format).
The procedure for transferring the paper and electronic versions of the working documentation is as follows:
before receiving all necessary approvals, the electronic version is sent to the customer via e-mail;
after receiving all necessary approvals, the final version of the documentation in paper and electronic form is sent to the customer.

Comments:
1. More detailed information is provided in the terms of reference.

2. Mandatory appendices to the Technical and Commercial Proposal are:
- completed form of the offer card;
- agreed schedule of work;
- information on personnel, material and technical resources, on the list and annual volumes of execution of similar contracts;
- documents in accordance with the list;
- protocol of disagreements to the draft Agreement in case of refusal to sign in the submitted form;

3. Criteria for choosing the best offer: cost, terms of payment, degree of compliance of the technical proposal with the terms of reference; duration of work; work experience in performing similar work; qualification of personnel involved in the performance of work

4. This offer request procedure is not a tender and its conduct is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation;

5. This procedure is also not a public tender and is not regulated by Articles 1057-1061, Part 2 of the Civil Code of the Russian Federation.;
Thus, this offer request procedure does not impose an appropriate amount of civil obligations on the Customer.

6. The attached Agreement is not a public offer, however, the terms of the Agreement will be binding on the Competitive Bidding process winner.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
