This Request for Proposal is held in accordance with the Tender Rules of the Organizer as part of implementation of an RFP procedure, which, as the held call for tenders, does not constitute an offer, auction or competitive bidding, and is not subject to Articles 447-449 of the Civil Code of the Russian Federation, as well as does not constitute a public tender and is not subject to the Articles 1057-1065 of the Civil Code of the Russian Federation.
