Comments: Please note that this request is not a type of competition/auction/public offer and is not subject to the regulation of articles 447 to 449 of the first Civil Code of the Russian Federation. When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results. In case if registered in the system the participant does not have possibility of independent submission of the Offer in connection with absence of EDS it is possible to load the offers sent to the organizer's e-mail. Three documents are required to load proposals on behalf of the participant: - Offer (commercial offer) certified by the signature of the authorized person and the seal of the Organization (should contain the quantity of the offered products, the price per unit with VAT, the total amount with VAT); - A document establishing the right to carry out actions on behalf of the counterparty (for example: Charter, power of attorney); - Letter rejecting further claims on the occasion that the offer is submitted to the bidding not by the participant (in free form on the letterhead of the company with the signature of the authorized person). All offers from participants who do not have EDS should arrive at the e-mail address of the company organizer gmn@belmk.ru. Acceptance of offers to the e-mail of the organizer is completed within 6 hours before the end of the procedure, the loading of bids for bids is possible up to 4 hours before the end. As well as if the potential supplier does not agree with the terms of the lot (Terms of payment, terms of delivery, etc.), make sure to specify their terms in the commercial offer (offer) or in the additional comments.
