This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure also is not a public competition and is not regulated by Articles 1057-1065 of the second part of the Civil Code. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Purchasing procedures are not regulated by the provisions of the Federal Law of July 18, 2011 № 223-FZ "On procurement of goods, works and services of certain kinds of legal entities", as well as the provisions of the Federal Law of April 5, 2013 as of April 5, 2013.
