Comments: 1. The ongoing implementation procedure is not a competitive bidding process, its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation. The procedure is also not a public tender and is not regulated by Articles 1057-1061 of the Civil Code of the Russian Federation, which does not impose on the Company (the person who sent the invitation to participate in the implementation procedure, the information Bid Notice) the appropriate amount of civil obligations for the mandatory conclusion of a contract with the winner of the procedure or another Bidder.
