Small diameter pipe, 2013-2015 manufacture, "stale", was not previously used. Purchased for the construction of the South Stream gas pipeline.
Possible damage to the insulation coating due to long-term storage.

The winner is the participant who offered the maximum price (BUT NOT BELOW THE PRICE SPECIFIED IN THE ANNOUNCEMENT) with unconditional agreement with the tender documentation.
The seller has the right to refuse to sell at any time before the signing of the sales contract.
The Seller reserves the right to check the organization that submitted the best offer according to the documents provided by it and refuse the transaction without giving reasons, if the high risks of this transaction for the Seller are determined. In this case, the Seller has the right to conclude an agreement with the organization that submitted the second largest offer.
