Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:The cost must include all the necessary costs for the delivery of components, taxes and deductions.

o Conditions giving advantages to the participant:
- Payment on the fact of performance of works within 30 calendar days from the moment of putting the equipment into operation;
o Required:
- The advance amount is not more than 30% of the contract value (in case of prepayment requirement);
- Bank guarantee of advance payment (in case of prepayment requirement more than 1 mln rub);
- Bank guarantee of fulfillment of obligations in the amount not less than 10% of the amount of the agreement (in case of more than 10 mln rubles);
- Bank guarantee of due performance of guarantee obligations in the amount of not less than 5% of the contract amount (in case of more than 10 mln rub);
- The bank should be included in the top-30 banks of the Russian Federation on assets and on own capital according to the rating "Interfax-100".
