Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:It is preferable to pay 100% upon the fact of services rendered with a delay of 60 k.d

Comments:
1. It is necessary to attach all the required documents (at stage 1, completed Appendices 2-6, a list of documents confirming the qualification of personnel in accordance with paragraph 14 of the Requirements Specification and an extract from the SRO, as well as documents confirming the presence of authorized gas analyzers, at stage 2, the commercial part of the proposal and fill in the tabular part of the E-Marketplace).
2. The proposal must strictly comply with the data specified on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.
3. Ural Steel JSC uses electronic document management (EDI) with its partners and customers in the Dyad system (http://www.diadoc.ru ) SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems.

5. In case of winning the tender with the Bidder, the possibility of concluding an EDI Agreement is being considered (the draft is attached to the Call for Bidding), and it is also mandatory to conclude an Agreement on ensuring Production Safety (the draft is attached to the Call for Bidding, it must be signed when submitting the Technical and Commercial Proposal).

7. In accordance with the Regulations of the B2B-Center Platform System (Section II, Chapter 8, clause 8.10(1)): The Bidder who meets the requirements of the request for proposals and offers the best conditions for the execution of the contract according to the set of criteria established by the documentation of this request for proposals becomes the winner of the request for proposals.
