Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Payment under the Contract shall be made by the Client within 80 (eighty) calendar days from the date of the signing by the Parties of the Certificate of Cost of Works and Costs Form No. COP3, the Acceptance Act the work of Form No. C2, issued with the executive documentation, with the Contractor's relevant invoice (if it is to be issued pursuant to paragraph 5.3 of the Agreement). The Customer shall pay 90%, including VAT, of the value specified in the Work and Costs Certificate (Form COP3) signed by the Parties. The final calculation of the Contract shall be carried out in accordance with paragraphs 5.6.-5.10., 5.13. Treaties.

Comments:
The request for proposals does not constitute a bid (tender, auction) under articles 447 to 449 of the Civil Code of the Russian Federation or a public tender under articles 1057 to 1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided for by the laws of the Russian Federation.
The Promoter has the right to refuse the request for proposals and to complete the request for proposals without concluding a contract based on its results at any time, and the Promoter shall not reimburse to the participant the costs incurred in preparing and participating in the request for proposals procedure. The Promoter may amend the Notice and Documentation as well as extend the deadline (date and/or time) for the submission of the Offers.
