Delivery terms:
The criteria for expert evaluation for the selection of the Contractor for the performance of the work are:
1. The minimum cost of the service.
2. The minimum prices for goods and materials (market) are checked and agreed by the customer.
3. Work in the revision of the customer's contract.
4. Availability of permits and resources for the performance of work:
• availability of SROs in the field of overhaul of capital construction projects (clause 1 of article 55.8 of the Urban Planning Code of the Russian Federation), with the right to participate in competitive procurement and conclude contracts for overhaul and a corresponding contribution to the compensation fund for securing contractual obligations, except for the cases specified in clause .2.1, 2.2 Article 52 of the Town Planning Code of the Russian Federation;
• availability of a certified system, the scope of certification must correspond to the types of work performed on the object (overhaul / current repair);
• availability of a certified system, labor safety and health protection;
• availability of qualified engineering and technical personnel, as well as qualified workers of leading specialties to perform the scope of work;
• experience in performing similar work on similar facilities for at least 2 years.
5. The contractor is obliged:
• to guarantee the validity and feasibility of the selected solutions, materials and structures;
• provide estimates and calculations, specifications for building materials, justification of the wage fund, and other types of expenses;
• perform all Works from their materials, products, structures, equipment (except for cases expressly provided for by the Agreement and / or additional agreements to it).
The prices for materials, products, structures, equipment purchased by the Contractor for the execution of the Works are previously agreed with the Customer before the planned date of purchase. To do this, provide at least 3 alternative proposals for the price of the materials used. In order to negotiate prices, the Customer may determine a supplier from whom the Contractor is entitled to purchase the appropriate property for the performance of the Works. In the event the supplier refuses to sell materials, products, structures, equipment to the Contractor, the latter independently acquires the property necessary for the performance of the Works at prices previously agreed with the Customer.
• provide working and executive documentation;
• provide, if necessary, financial documents for payment for construction work, purchase and supply of materials, delivery and use of equipment, remuneration of employees;
• ensure the compliance of the scope of work performed with reporting documents and executive documentation;
• compliance of the object and work with the requirements of air traffic, estimates;
• together with the customer or at his request to assess the quality of work and materials used, their compliance with specifications;
• provide the volumes of completed and outstanding work, their cost indicators;
• provide, at the request of the customer, duly completed reports, financial documents. 6. Availability of a production base.
7. Availability of vehicles.
8. Availability in the ownership of the company or under a lease agreement for specialized machinery, equipment (truck crane with a lifting capacity of 30 tons, aerial platform).
9. Execution of works in accordance with the developed project for the production of works (PM).
10. Terms of work: until 31.12.2021
11. Payment within 60 calendar days from the date of signing the certificate of completion in cash, by a bill of exchange of JSC RUSAL Achinsk.
12. Quality guarantees for work and services from 36 months.
13. The contractor is obliged to present supporting documents upon request.
14. For failure to meet the deadline for the work, penalties are provided in the amount of at least 20% of the cost of the work performed.
Comments: The commercial offer must be sent in the form of an electronic (scanned copy) document signed by an authorized person and sealed by the organization's seal.
JSC RUSAL Achinsk has the right to refuse to participate in the Selection in the following cases:
- the commercial offer was received after the expiration of the specified period;
- the terms of the commercial offer do not correspond to the terms of the invitation;
- the commercial offer contains false information;
- the person who sent the commercial offer is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
- the Selection participant has negative experience of working with UC RUSAL enterprises;
- in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
The selection will take place with obligatory rebidding.
