Payment terms:
There is no advance payment, payment is made for actually performed work on the basis of acts of acceptance and acceptance of work performed, with a deferred payment of at least 30 (thirty) and no more than 40 (forty) calendar days.
The customer is ready to consider alternative proposals of the Participants (including several) in terms of the procedure and terms of payment, which will be taken into account when comparing the proposals of the Participants.
In the event that payment for the work performed by the Contractor is carried out in advance payment, the amount of which exceeds the values established by the organizational and administrative documents of the Customer, and the counterparty does not have a credit limit, or the amount of the established credit limit is insufficient, the Contractor, until the advance payment is made, shall provide the Customer with in the original on paper, an independent guarantee of the return of the advance payment in the amount of the advance payment. The draft of an independent guarantee for the return of an advance payment must be preliminarily agreed with the Customer and meet the requirements of clause 2.6. Standard form of the contract (Appendix No. 3).
Delivery terms:
90 calendar days from the date of conclusion of the contract

The customer is ready to consider alternative proposals of the Participants (including several) in terms of the timing of the work, which will be taken into account when comparing the proposals of the Participants.
Comments: A participant in the procurement procedure must
meet the following requirements:
1. The Participant of the procurement procedure
has no lawsuits for the amount of claims against
the latter exceeding 25% of the company's equity
capital (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
2. Failure to liquidate a Participant in the
procurement procedure - a legal entity and the
absence of an arbitration court decision on
recognizing a procurement participant - a legal
entity or an individual entrepreneur - insolvent
(bankrupt) and on opening bankruptcy proceedings
(confirmed by declaring compliance with the
established requirements by filling out and
submitting the form "Declaration Participant in
the procurement procedure for compliance with the
established requirements ");
3. Non-suspension of the activities of the
Participant in the procurement procedure in the
manner established by the Code of the Russian
Federation on Administrative Offenses on the day
of filing the application for the purpose of
participating in the procurement (confirmed by the
declaration of compliance with the established
requirements by filling out and submitting the
form "Declaration of the Participant of the
procurement procedure on compliance with the
established requirements ");
4. The Participant of the procurement procedure
has no overdue debts for accrued taxes, insurance
premiums, fees and other obligatory payments to
budgets of any level or state extra-budgetary
funds for the last completed reporting period, the
amount of which exceeds 25% of the book value of
the procurement participant's assets according to
the accounting data for the corresponding period
... A procurement participant is considered to be
in compliance with the established requirement if
he or she complains about the existence of this
debt in accordance with the legislation of the
Russian Federation and the decision on such a
complaint on the day of consideration of the
application for participation in the Request is
not made (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting it as part of the
application for participation of the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements");
5. The absence of information about the
Participant in the procurement procedure in the
register of unscrupulous suppliers provided for in
Article 5 of Federal Law No. 223-FZ and (or) in
the register of unscrupulous suppliers provided
for by Federal Law No. 44-FZ (confirmed by a
declaration of compliance with the established
requirements by filling out and submitting an
application for participation of the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements");
6. The absence at the time of the procurement of
effective and unfulfilled court decisions on
improper performance by the Participant of the
procurement procedure of obligations under
agreements (contracts) for the supply of goods,
performance of work, provision of services of the
same name to purchased goods, works, services
(confirmed by a declaration of compliance with the
established requirements by filling in and the
submission of the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
7. A participant in the procurement procedure is
not a person whose place of registration, or place
of residence, or place of tax residence is a state
or territory included in the list of states and
territories approved by the Ministry of Finance of
the Russian Federation in accordance with
subparagraph 1 of paragraph 3 of Article 284 of
the Tax Code of the Russian Federation ( is

8. A procurement participant is a legal entity
that, within two years prior to the filing of an

remuneration on behalf of a legal entity)

9. A participant in the procurement procedure -
an individual or a manager, members of a collegial
executive body, a person acting as a sole

entity - a procurement participant has no
outstanding or uncleared convictions for economic
crimes and (or) crimes provided for Articles 289,
290, 291, 291.1 of the Criminal Code of the
Russian Federation, as well as the non-application
of administrative punishment to these individuals
in the form of disqualification and punishment in
the form of deprivation of the right to hold
certain positions or engage in certain activities
that are related to the supply of goods,
performance of work, provision of services which
are the object of the procurement being carried
out (confirmed by the declaration of compliance
with the established requirements by filling out
and submitting the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
10. The absence of a conflict of interest between
the Participant of the procurement procedure and
the Customer, which means cases in which the head
of the customer, a member of the expert group, a
member of the procurement commission, the person
responsible for organizing the procurement
procedure are married to individuals who are
beneficiaries, the sole executive body of the
economic company (director, general director,
manager, president and others), members of the
collegial executive body of a business company,
the head (director, general director) of an
institution or a unitary enterprise or other
management bodies of legal entities - participants
in the procurement, with individuals, including
registered as an individual entrepreneur, -
participants in the procurement or are close
relatives (relatives in a direct ascending and
descending line (parents and children,
grandfather, grandmother and grandchildren),
full-blooded and incomplete (having about common
father or mother) brothers and sisters), adoptive
parents or adopted children of the specified
individuals (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
11. The period of state registration of the
Participant in the procurement procedure before it
submits an application for participation in the
procurement procedure must be at least one
calendar year (12 months) (confirmed by
information from the Unified State Register of
Legal Entities provided as part of the application
for participation);
12. The Participant's place of registration is
Krasnodar Territory, or the Participant must have
a separate representative office / branch in the
Krasnodar Territory (confirmed by information from
the Unified State Register of Legal Entities
provided as part of the application for
participation, or, if there is a separate
representative office / branch, a copy of the
notice of registration of a separate
representative office / branch in the tax
authority);
13. The Participant must make a visit to the
place of work before the application for
participation in the procedure is submitted
(confirmed by the Participant's official letter on
confirmation of the site visit provided as part of
the application for participation);
14. The participant must have proven work
experience on the types of work specified in the
Terms of Reference for the last 2 (two) calendar
years prior to the publication date of the
procurement procedure (confirmed by the completed
form "Information on work experience" provided as
part of the application for participation);
15. The participant must confirm the availability
of qualified labor resources for the timely and
high-quality fulfillment of obligations under the
contract (confirmed by filling out and submitting
the form "Information on human resources" as part
of the application for participation).
16. The participant must have special legal
capacity in accordance with the current
legislation related to the implementation of the
activities provided for by the subject of the
procurement, including the necessary licenses to
perform work or provide services, in the amount of
work / services performed, namely, must have
membership in a self-regulatory organization (SRO
), required in accordance with the Urban Planning
Code of the Russian Federation, which gives the
right to perform work on the subject of the
contract (confirmed by the provision of a
corresponding extract from the register of SRO
members in the form of an application for
participation in the form approved by
Rostechnadzor order of March 4, 2019 No. N 86. The
extract must be issued no earlier than one month
before the deadline for the application
submission);
17. Confirmed revenue of the Contractor for the
reporting period must be at least the contractual
cost of work, compiled according to the volumes
specified in the Terms of Reference (confirmed by
information from the official accounting
statements provided as part of the application for
participation).
18. The participant must confirm his agreement
with the customer withholding from all amounts
payable for work performed under the contract, a
guarantee withholding in the amount of 5% of the
amount payable until the signing of the final act
under the contract (expiration of the warranty
period). (confirmed by agreement with the
specified condition in the Application for
participation in the procurement procedure).

This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.

При этом любые расходы, связанные с участием в закупочной процедуре участник несет самостоятельно, указанные расходы ни при каких обстоятельствах ООО «Санаторий «Заполярье» не возмещаются.
