Payment terms:Prepayment under the Contract is not provided. Settlements between the Parties to the Contract are carried out in Russian Rubles within 30 calendar days from the date of signing by the Customer of the UPD or the Act of Services Rendered / Works Performed, on the basis of the Contractor's accounts, which are transferred to the Customer simultaneously with the UPD or the Act of Services Rendered / Works performed.
Delivery terms:Consideration of responses is applicable to all Participants who have passed the Qualification Selection (Due diligence).The Customer will fairly consider the Company as a possible Contractor. In making such a decision, the Customer will take into account, among other things, (1) the level of qualification of the Participants; (2) the ability of the Company to continuously provide Services; (3) current financial conditions and future financial viability of the Company; (4) the Company has the necessary resources, licenses and certificates. The Company understands and agrees that the choice of the Contractor for the Customer depends on a number of factors determined at the sole discretion of the Customer, there is no guarantee or assurance that the Company will eventually be selected as the Contractor. This Assignment is not an offer or an offer to make an offer, and also does not involve concluding a transaction by holding an auction or tender in accordance with the procedure provided for in Articles 447-449 of the Civil Code of the Russian Federation. The Customer has the right to withdraw this Assignment at any time without explanation and without any obligations. The Customer is not obliged to accept Offers with a minimum cost and reserves the right to choose one or more finalist participants. The Customer does not reimburse any expenses that the Participants may have incurred during the preparation of the response to this Task.

Cost of Work/The services specified by the Company in the commercial offer must be fixed in rubles and include all costs and expenses incurred by the Company in connection with the execution of Works/Services, by their own efforts and their own resources.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
Общие требования к Компаниям-участникам.:1. Используемая платформа и стороннее ПО для проведения Работ и оказания Услуг должны соответствовать стандартам информационной безопасности и гарантировать безопасность общих и пользовательских данных. Наличие сертификатов соответствия стандартам ISO по информационной безопасности или сертификата(ов), которые описывают эквивалентные меры контроля, поддерживаемые независимым аудиторским заключением, будет являться преимуществом.
2. Все используемые программные и технические компоненты должны находиться в реестре российского ПО.
3. Уровень защиты персональных данных должен отвечать требованиям ФЗ-№152.
4. Компания использует системы, которые обнаруживают и фиксируют любые попытки повреждения, модификации или несанкционированного доступа к информации в системах Компании для оказания Услуг (например, процессы регистрации и аудита системы, идентификаторы и IP-адреса другое).
5. Компании должны продемонстрировать соответствие функциональным и нефункциональным требованиям (Приложение А – ПКВ -Требования)
6. Компания гарантирует конфиденциальность и целостность информации Заказчика, включая ее беспрепятственный забор по требованию Заказчика. Компания обязуется использовать уникальные учетные записи пользователей электронной площадки, управлять паролями, отслеживать действия, подписывать соглашения о неразглашении, назначить соответствующие ответственные лица по обеспечению безопасности и управления инцидентами в отношении полученной от Заказчика информации в данном Задании.
7. Принятие условий Рамочного договора на выполнение Работ и оказание Услуг (Приложение №4), включая Дополнения к нему: Общие условий привлечения поставщиков, подрядчиков и исполнителей (Дополнение №1) и Соглашение о регулировании налоговых рисков (Дополнение №1).
8. Наличие ЭДО.
Коммерческие предложения.:Коммерческое предложение Компании в заявке на ЭТП B2B должно содержать:
1. Анкету участника (Приложение №2) и Соглашение о неразглашении (Приложение №3), заверенные подписью и печатью.
2. Заполненное Приложение А. в формате excel. Приложение должно включать оценку трудозатрат команды для реализации Функционала и соответствие общим требования Технического задания (Приложение№1), подтверждающие, что Компания ознакомилась и согласна с Заданием и Приложениями к нему.
3. Указание стоимости в форме ЭТП B2B-Center.
4. Презентацию о Компании.
5. Технико-коммерческое предложение (ТКП).
