Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. Comments: 1. The submitted technical and commercial proposal must consist of two parts – technical (Appendix 2-6) and commercial (Appendix 1), certified by the signature of the supervisor with the seal impression. The list and composition of works should be indicated in the technical part and it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the Technical and Commercial Proposal may duplicate each other, provided that such documents in the technical part of the Technical and Commercial Proposal will presented without specifying prices, and in the commercial part with prices.
2. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.

In case of providing false information, a potential service provider may be suspended from participation in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated. The Company has the right to choose an Offer that does not have the lowest price, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the Call for Bidding at any stage, including after selecting the Winner.
