This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of the second part of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Consideration of proposals is based on:
- Of this Terms of Reference with the Supplier’s comments on consent / disagreement with each clause of the statement of work. Coordination of TK is allowed by signing the last page, if there are no comments in general on TK.
- Technical and commercial offer of the supplier. TCH should include technical and design characteristics of equipment, materials used and their description.
- A completed table of prices, terms and warranty indicators.

This procedure is not a tender, but is placed in order to collect the tender proposal for the subsequent analysis and announcement of the tender with the final ToR.
All participants are obligatory invited further to the tender.
