Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
The submitted proposal as part of the preliminary stage should consist of a technical part, certified by the signature of the supervisor with an impression of the seal. You also need to attach a file in an editable format (Excel). The list and composition of works must be indicated in the technical part and it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc.).
The offer placed as part of the main stage must be certified by the signature of the manager with an imprint of the seal and contain commercial conditions for the provision of services.
The offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached TA and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TA will be rejected.

Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems.
In case of providing false information, a potential service provider may be suspended from participation in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated.
The Company has the right to choose an Offer that does not have the lowest price, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the Call for Bidding at any stage, including after selecting the Winner.
