Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1. Text normalization based on syntax, NER (Named Entity Recognition), PoS (Part of Speech recognition), garbage tokens, text clustering using thematic modeling, Kohonen maps and NS classifiers

2. Application of NLP - Natural Language Processing for processing the natural language of users: letters, user messages, documents are processed, as they are used for human-to-human interaction.

3. Application of Semantics - an anthology of the subject area, which allows you to understand incoming requests and documents, gaining knowledge from the information contained in the texts of such requests and documents.

4. The presence of a robot performing typical actions instead of users, making decisions on the performance of a particular action, on the launch of a process
