The procedure of market study is carried out according to the needs of Lebedinsky GOK JSC, which is part of METALLOINVEST Group of Companies. Instead of request for proposals No. 3300576.

This request for proposals consists of one stage:
!!! Stage 1 collection of Technical proposals (Appendices 2-6) + Calendar work plan (issued in free form)+Lighting engineering calculation+ Technical documentation for the lighting equipment used in the offer+ Calculation of energy savings from the existing level of electricity consumption + Commercial offers (Appendix 10)+Transcripts of the cost by workshop.

Within the 1st stage, the proposal should consist of:
1. The technical part (Appendices 2-6) + the Calendar plan for the execution of works (issued in free form)+Lighting calculation+ Technical documentation for the lighting equipment used in the offer+ Calculation of energy savings from the existing level of electricity consumption!!!, certified by the signature of the head with a seal impression. In the technical part, the list and composition of works must be specified and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). The offer must strictly correspond to the data indicated on the electronic platform. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TA will be rejected.

2. Commercial part (Appendix 10)+Transcripts of the cost by workshop. The settlement conditions must be determined in two ways:
a) taking into account the payment day established in METALLOINVEST Group from 01.07.2021 – Tuesday. The preferred payment terms are 100% upon the provision of services within 365 calendar days from the date of signing the Final Acceptance Certificate;
b) taking into account the energy service contract.
The offer is valid for at least 180 calendar days.

METALLOINVEST Management Company LLC uses electronic document management (EDO) with its partners and customers in the Diadoc system (http://www.diadoc.ru ) of SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems.
In case of providing false information, a potential service provider may be suspended from participating in the Procurement, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such a Contract may be terminated.
The procurement procedure is an internal procedure for selecting a Contractor by the Company and should not be considered as a tender in the sense of Articles 447-449 of the Civil Code of the Russian Federation, and also is not a public tender, which is regulated by Chapter 57 of the Civil Code of the Russian Federation.
The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after selecting the Winner.

To participate in the procedure, you must pass:

- "General accreditation of METALLOINVEST Management Company LLC No. 178;
- accreditation for the sustainable development of small and medium-sized businesses of METALLOINVEST Group - (No. 739, to be filled in by suppliers included in the unified register of small and medium-sized businesses);
- accreditation for the sustainable development of large enterprises of METALLOINVEST Group - (No. 800, to be filled in by other suppliers);
- Also, in accordance with the policy of METALLOINVEST Management Company LLC on industrial safety, companies that have passed accreditation No. 373 "Accreditation for Occupational Safety and Industrial Safety" are allowed to perform work on the territory of enterprises. To pass the accreditation procedure, it is necessary to provide a completed supplier Questionnaire and a complete set of supporting documents;
- qualification selection according to the groups "Services for REE" and "Services for SMR" (111, 169) No. 627.

Companies that have not been accredited cannot be selected as the winner of the tender procedures.
