Tikhvin Car Building Plant invites you to take part in competitive procedures for the right to supply workwear and personal protective equipment for TVSZ in the second half of 2020.
In the attached file you will find the planned purchase requirement for 2H 2020 for a total of three enterprises in the HVAC structure: TVSZ, TXM and TSM. All three plants are located on the same site in Tikhvin. Delivery for all enterprises is carried out centrally through the TVSZ procurement service. Additionally, for reference, the attached file indicates the actual consumption in 1Q 2020.
The total number of positions without taking into account the dimension of clothes and shoes 33. The planned tender volume in money is 35.5 million rubles, excluding VAT.
Positions on which earlier agreements were reached on deliveries for the whole of 2020 within the framework of this tender are not being reviewed. If you find a position on which we previously agreed before the end of 2020, then please signal individually.
The main requirements and criteria for determining the winners:
1. The price in rubles is fixed until the end of 2020. Currency prices are not accepted.
2. The ability to keep at least a monthly supply in your warehouse for the needs of TVSZ.
3. Delivery by forces and means of the supplier to the TVSZ warehouse. (Leningrad Region, Tikhvin, Industrial Site)
4. Payment within 60 days from delivery.

I ask you to forward the proposals within two weeks by 12:00 on Wednesday April 15, 2020. Please confirm the opportunity and interest to forward the proposal within the specified time.
Comments Important. Please read each item carefully.
• The number of stages in the tender will depend on the results shown by the market. If, according to the results of the first collection of proposals, the conditions are attractive, then the decision will be made based on the results of the first round. If the proposed solutions are unacceptable, then there will be a second, third and so on rounds with the involvement of more and more market participants. Negotiations will continue until an acceptable solution is found. Along with this, I ask you not to delay the tender process and immediately give attractive prices.
• The planned deadline for the tender is May 15, 2020.
• TVSZ may assume obligations to buy back up to 75% of the declared volume. It is discussed individually for each position. Prior to signing the relevant agreements and documents, it is possible to adjust both the nomenclature and the volume of purchases.
• All lots are divisible. You can offer both one position and all. The decision on quotas for each individual position will be made taking into account all the criteria mentioned above.
• The supplier can offer any alternatives that in his opinion may be suitable. If you have test certificates for TVSZ, you can indicate this and attach them to the proposal. If there are no acts, then still offer the alternatives that you have: the purchase of OPP is possible with further implementation as an approved product. The names of the materials used now are indicated in column D.
• Important for design! If you offer several alternatives for one position, then please copy and paste the entire row with the mandatory preservation of all information on the term in cells A-I.
• Important for design! Do not merge cells. Do not change cell formats. Do not add columns. The prices shall be indicated without VAT in a numerical format, the separator between rubles and kopecks is a comma, without indicating "rubles, rubles, without VAT", etc. Be sure to indicate the manufacturer and the actual address of production. Writing "Russia" or "China" is not enough. I really do not want to introduce such a criterion as "the quality of preparation of the proposal", but if the proposal is in a poorly processed format, it will be a minus for the reputation of the company.
• Bidding for winter clothes and shoes for the season 2020-2021 will be held in July 2020.
• I will send terms of reference with a second letter within 2-3 hours. Large volume. If it doesn’t reach, signal, duplicate. There are no changes from the last tender. If you have questions - write, call, ask.
