Two-stage purchase procedure:
1. stage-Preliminary qualification selection;
2. the stage is a closed request for proposals based on the results of the qualification selection. Please read the procurement documentation carefully.

At the stage of the PKO, it is required to carefully read the procurement documentation and attach the completed "Appendices 1-5 Prequalification selection". Only participants who have completed the application data will be selected for further closed competition.

ATTENTION! Mandatory conditions for participants:
1. Provision of an Independent (Bank) guarantee for the amount of an unprocessed advance (if the advance is more than 10 million rubles)
2. The presence of SRO and a license that allows you to perform the necessary types of work: SMR, PNR.
3. The actual experience of performing similar works in the role of a general contractor (at least three energy centers of the required format put into operation for the previous period of five years)
4. Availability of qualified personnel in the staff of the applicant organization and staff permits for the necessary types of work. At least 5 IT personnel in the state, the required qualifications involved in the design, at least 2 IT personnel in the state, the required qualifications involved in the construction, at least 3 IT personnel in the state, the required qualifications involved in the commissioning.
5. Technical equipment (availability of material and technical base)
6. Business reputation of the applicant (feedback from investors (customers) on the degree of participation in the construction of similar facilities, indicating the list of completed works)
7. It is mandatory to fill out appendices 1-5 Prequalification selection
8. Within the framework of the Contract (according to the internal regulations of JSC "Thunder"), it is provided for the retention of the guarantee amount in the amount of 5% of the cost of work under the Contract. The payment of the guarantee amount is made 365 calendar days after the signing of the acts of completed works and the acceptance of the object for warranty operation.
9. Payment terms - non-cash form of payment, 30% advance, 70% post-payment not earlier than in 30 calendar days
10. Mandatory visit to the object before calculating and submitting a commercial offer
11. Following the results of the qualification selection, a closed request for proposals will be announced for 5 working days, please start preparing a commercial offer in advance for timely submission of an application in the next stage.
12. It is mandatory to perform the entire complex of works as a whole (in one lot)

IMPORTANT!
- The warranty period for the work performed should be 24 months (from the date of signing by the parties of the acts of work performed and acceptance of the object for warranty operation).

EDS is not required
Only one legal entity can participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as a restriction of competition and is the basis for removing all affiliated participants from the competition.
