Please note that this request is not a type of tender / auction / public offer and does not fall under the regulation of Articles 447-449 of Part One of the Civil Code of the Russian Federation. When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results.
If a participant registered in the system does not have the opportunity to submit an offer on his own due to the absence of an EDS, it is possible to upload offers sent to the organizer's e-mail.
To upload proposals on behalf of the Participant, three documents are MANDATORY:
- Offer (commercial proposal) certified by the signature of an authorized person and the seal of the organization (Must contain the number of products offered, price per unit with VAT, total amount including VAT);
- A document establishing the right to act on behalf of the counterparty (for example: charter, power of attorney);
- A letter refusing further claims due to the fact that the offer is not submitted at the auction by the Participant (in free form on the company's letterhead with the signature of an authorized person).
All proposals from participants who do not have an EDS should be sent to the email address of the Organizer's enterprise gmn@belmk.ru.
Acceptance of proposals to the Organizer's e-mail address ends up to 6 hours before the end of the procedure, uploading proposals for bidding is possible up to 4 hours before the end.
And also if a potential supplier does not agree with the terms of the lot (terms of payment, terms of delivery, etc.), then it is imperative to indicate your terms in the commercial proposal (offer) or in additional comments.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
