Request for proposals is not a bidding (tender, auction) in accordance with Articles 447 - 449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057 - 1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided for by the legislation of the Russian Federation .
The organizer has the right to refuse to conduct a request for proposals, as well as to complete the procedure for requesting proposals without concluding an agreement on its results at any time, and the organizer does not reimburse the participant for expenses incurred in connection with the preparation and participation in the procedure for requesting proposals. Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.
