Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Comments:
The purpose of the procurement procedure is to obtain final offers with the lowest possible cost. The decision to choose the winner is made taking into account the technical conclusion of the customer, the minimum delivery time, the supplier's OTIF indicator and possible recommendations of the Security Department regarding the participants.
1. The required conditions for the quality of the goods are in accordance with the attached TOR (see the procurement documentation;
2. Consideration of analogues - Analogues with characteristics no worse than those declared are considered. In the case of an analogue proposal , the full technical specifications are indicated . characteristics of the proposed material and a description is attached to the competition with an indication of all those. characteristics and for the approval procedure;
3. Requirements for the contract form - according to the buyer's form;
4. Formation of the price of the goods - The cost of packaging and transport costs are included in the price of the goods;
5. Acceptance of products to the warehouse - Acceptance and payment of products is carried out after the entrance control at the buyer's warehouse.
