Delivery terms:
To the Buyer's warehouse in batches from October 2019. until December 2020 at the request of the Buyer. First delivery within 14 days of signing the specification. A certificate is required.
Comments: 1. Overalls, safety shoes and personal protective equipment are accepted for delivery after the samples and certificates have been submitted for approval and after passing tests at GMZ OJSC, unless the samples were previously agreed upon and tested. Samples should be provided within 5 business days after the application deadline. Dimensions and quantity will be agreed immediately before delivery.
2. This notice is not a notice of a tender and has no corresponding legal consequences. The customer has the right to refuse all proposals received for any reason or to terminate the open request for proposals procedure at any time without incurring any responsibility to suppliers.
3. The winner of the request for proposals will be the participant who has proposed in the aggregate the best technical and economic conditions in accordance with this notice.
4. The contract according to the results of the request for proposals, in the case of determining the winner, will be concluded within 30 (thirty) days from the date of signing the protocol for determining the winner of the request for quotations.
5. After the end of trading in the b2b-Mechel System, participants submit an offer with the latest price in electronic form by e-mail: ONPantyuhina@gmz.kuzbass.net within 1 (one) business day from the end of the submission of proposals. In case of violation of this requirement, all proposals of such a participant may be rejected by the Purchasing Commission without consideration on the merits.
For contractors who have previously registered in the System, but have not received an EDS and have not paid for participation in the System, it is possible to download proposals by the organizer of a request for proposals on behalf of the counterparty. For this, three documents are required:
- An offer (commercial offer), certified by the signature of an authorized person and the seal of the organization;
- A document establishing the right to take action on behalf of the counterparty (for example, a power of attorney);
- A letter rejecting further claims on the occasion that the offer is not submitted at the auction by the Bidder itself (in free form on the company letterhead signed by an authorized person).
A prerequisite for the provision of a file with documents in the price request confirming the status of the participant: manufacturer or dealer.

Обоснование: 1. Признать победителем по всем позициям ООО "Яхтинг", общей стоимостью 1 760 250,00 руб. (без НДС), на условиях: отсрочка платежа 30 календарных дней, поставка партиями по заявке Покупателя в течение 14 календарных дней в период с ноября 2019г. по декабрь 2020г., доставка до склада Покупателя. ООО "Яхтинг" является производителем спецобуви и поставщиком ОАО "ГМЗ" в 2019г. Изменена цена по позициям №№ 2-4 в связи с заменой применяемых материалов подошвы, подклада, подноска с целью улучшения качества.
2. Отклонить предложения по наименьшей цене по позиции №1 ООО "Текстиль Плюс" и по позициям №№ 1-3 ООО "Сириус" по причине несоответствия образца заявленным требованиям.
3. Обоснование выбора: Минимальная приведенная стоимость с учетом сроков оплаты, сроков отгрузки, стоимости доставки, а также комиссионное рассмотрение предоставленных образцов.
