Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:
Advance payment is not applicable. Payment upon receipt of products at the consignee’s warehouse within 30 business days from the date of delivery and provision of the original invoices, waybills, copies of transport bills with the mark of the recipient.
Other payment terms are being considered.
Proposals validity period - 90 days at least.
Delivery terms:
The goods are delivered in quarterly batches from the moment of conclusion of the contract, within 14 (fourteen) business days from the moment the Customer submits the Application for the supply of a batch of Goods.
Goods delivered to the Customer must be produced:
- for delivery in the first half of the year - not earlier than the fourth quarter of 2019
- for delivery in the second half of the year - in 2020.
Comments: 1. At the first stage: participants must submit a technical and commercial proposal signed by an authorized person and certified by the seal of the organization-participant of this procedure.
Also, to your proposals in electronic form, attach the applicant’s questionnaire and documents according to the questionnaire.
In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
2. After consideration of the technical and commercial proposal for compliance with the terms of reference, participants will be notified of admission to the second stage.
3. At the second stage: it is necessary to provide samples of the supplied products and the corresponding certificates prescribed in the statement of work.
4. Products cost shall be fixed for the entire delivery period (written confirmation).
5. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability towards the participants.
Venue of bidding:
This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
