Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:Payment shall be made by the Buyer within 60 calendar days after the end of the reporting period (month) in which the delivery is made.
Delivery terms:Prices are not included in VAT.

Transportation costs are included in the cost of products based on DDP delivery basis - 174 km of Surgut - Novy Urengoy Base BPO LUKOIL-AIK LLC (transport costs are not reimbursed separately ).

Mandatory electronic documents:
1. Scanned copy of the commercial offer with prices, terms and conditions of delivery;
2. Reference list;
3. Permissive documentation (certificate of conformity, application permit if products are subject to mandatory certification).
All documentation must be certified by an authorized representative and fixed with the seal of the enterprise.
Submitting an offer from a participant means that all of the product range requirements specified in the request and agree unconditionally to the terms of the contract and specification.

Comments:
The delivery of products is delivered in separate batches during the year, and are issued with appropriate accounting documents within the schedule specified in the specifications.

Comments on:
1. Proposals are requested for the total (annual) quantity of the item, with the delivery of the goods being delivered in uneven batches throughout the year, the quantity of the item in each batch, and The delivery time of each batch is agreed in the specification.
2. It is mandatory to provide electronically and send, together with the product, quality certificates, manufacturer's passports to the products offered.
3. The cost of the products should be unchanged for the entire delivery period.
4. Supplier selection is at a minimum price based on the cost of delivery to the supplier's warehouse, on the terms of 100% payment by the Buyer within 60 days of the end of the month of delivery, based on the payment bill and original original documents confirming the delivery, made in accordance with the requirements of Russian legislation and provided by the Supplier in accordance with paragraph 4.5. this contract.

The winner of the competition procedure is determined, subject to agreement to sign the model contract without disagreement, according to the following criteria:
1. Minimum price;
2. Optimum delivery time;
3. Product quality;
4. Vendor reliability;

1. The Promoter's attention will be paid to suppliers with experience in supplying these products.
2. Submitting an offer from a participant means that all the product range requirements specified in the request and agree unconditionally to the terms of the contract and specification.
3. The products should be new.
4. The cost of the products should be unchanged for the entire delivery period.
5. A quality (conformity) certificate is provided at the same time as product delivery

This procedure of requesting proposals is not a contest and it is not governed by articles 447-449 of part 1 of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by articles 1057-1061 of part two of the Russian Civil Code. Therefore, this request for proposals procedure does not impose an appropriate amount of civil obligation on the customer.

This request for proposals is not an offer (public offer) of the organizer. The Promoter has the right to refuse to carry out the purchase at any time since the date of announcement, including after the deadline for applications.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
