Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:Payment for the goods is made by the Buyer within 60 calendar days after the end of the reporting period (month) in which the delivery was made.
Delivery terms:Prices are provided without VAT.

Transportation costs are included in the price of products on a DDP delivery basis - 174 km. Surgut - Novy Urengoy route Baza BPO LLC LUKOIL-AIK (transportation costs are not reimbursed separately).

Mandatory downloadable electronic documents:
1. Scanned copy of a commercial proposal indicating prices, terms and conditions of delivery;
2. Reference list;
3. Permits (certificate of conformity, permission to use, if the products are subject to mandatory certification).
All documentation must be certified by an authorized representative and sealed by the company.
Submission of an offer from a participant means compliance with all the requirements for the range of goods specified in the request, as well as unconditional acceptance of the terms of the contract and specifications.

Comments:
Delivery of products is carried out in separate batches throughout the year, and are drawn up with the appropriate accounting documents within the time frame specified in the specification.

Comments:
1. The request for proposals is carried out in relation to the total (annual) quantity of goods, while the delivery of goods is made in uneven batches throughout the year, the quantity of goods in each batch, as well as the delivery time of each batch is agreed in the specification.
2. Mandatory provision in electronic form and sending along with the goods of quality certificates, passports of manufacturers for the proposed products.
3. The cost of products must be constant for the entire delivery period.
4. The choice of the supplier is carried out at the minimum price, taking into account the cost of delivery to the supplier's warehouse, on the terms of 100% payment for the goods by the Buyer within 60 days from the end of the month of delivery, based on the invoice for payment and the originals of primary documents confirming the delivery, drawn up in accordance with the requirements of the legislation RF and provided by the Supplier in accordance with clause 4.5. actual agreement.

The winner of the competitive procedure is determined, subject to the consent of the signing of a standard contract without controversy, according to the following criteria:
1. Minimum price;
2. Optimal delivery time for products;
3. Product quality;
4. Supplier reliability;

1. The organizer's attention will be paid to suppliers who have experience in the supply of these products.
2. Submission of an offer from a participant means compliance with all the requirements for the range of goods specified in the request, as well as unconditional acceptance of the terms of the contract and specification.
3. The products must be new.
4. The cost of products must be constant for the entire delivery period.
5. Simultaneously with the delivery of products, a certificate of quality (conformity) is provided.

This request for proposals procedure is not a tender and its implementation is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate volume of civil obligations on the customer.

This request for proposals is not an offer (public offer) of the organizer. The organizer has the right to refuse to conduct a procurement at any time from the date of its announcement, including after the end of the deadline for accepting applications.
