This procedure the request for proposals is not a competition and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure is also not public competition and is not governed by the articles of the CIVIL CODE, part two 1057-1061. Thus, this procedure for requesting proposals will not impose on the customer adequate civil legal liabilities.
