1. We draw your attention to the fact that the ongoing supplier selection procedure is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 of Part one of the Civil Code of the Russian Federation and Articles 1057-1061 of Part two of the Civil Code of the Russian Federation.
The fact of sending this Bid Notice about the open request for proposals procedure or sending you an offer in response to our request should not be interpreted as an obligation of the Customer to conclude a contract or as an offer from the Customer. The Customer reserves the absolute right to accept or reject any offer.

2. The Customer has the right to make changes to the Bid Notice on the request for proposals at any time before the deadline for submitting proposals for participation in the request for proposals expires.

3. Prior to the expiration of the deadline for submitting bids in the open request for proposals procedure, the Customer may make changes to the Bid Notice and/or documentation of the open request for proposals at any time.
Prior to summing up the results, the Customer has the right to change the date of consideration of Bidders' proposals in the open request for proposals procedure and summing up its results.
