Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
The purchase is carried out in 2 (two) stages.
As the first stage of the request for prices, the qualification selection of participants is carried out; price offers at the first stage are not submitted.
At the second stage, the participants who have passed the qualification selection submit their proposals in accordance with the terms of the procurement documentation, including price proposals. After receiving the proposals of the participants, consideration and evaluation of bids regarding the subject of procurement and selection of the winner are carried out.

The participant's price offer submitted on the E-Marketplace must correspond to the price offer presented as part of the application for participation (form "Participant's proposal").

The discrepancy between the price of the ETP and the price in the application for participation is the basis for non-admission to further participation in the procurement.
