Payment terms:Advance payments for the 1st stage are not provided. The payment for the 1st stage (design and survey works) is paid within 30 (thirty) calendar days after the signing of the act on the execution of design and survey works for Phase I and invoicing. Advance payments for the II stage are not provided. The current payments are paid by the Customer in the amount of 95 percent of the cost of the stages of work under the contract specified in the acts on acceptance of the executed works in the form of COP-2 (Appendix No. 6) and a certificate of cost of the performed works and costs in the form of COP-3 (Appendix No. 7) , within 30 (thirty) calendar days from the date of signing of acceptance certificates. Payments at the end of works under the contract are paid within 30 (thirty) calendar days from the date of signing the act of commissioning (certificate of acceptance of the acceptance commission completed by the construction of the facility, form No. КС-14). Settlements under the Agreement shall be effected by payment orders by transfer of monetary funds in rubles to the settlement account of the Contractor specified in this Agreement or otherwise by agreement of the parties

II stage.

Term of completion of construction and installation, commissioning works in a period not more than 39 days from the date of the beginning of the work of the second stage.
The deadline for completion of work under the contract is no later than 68 days from the date of conclusion of the contract.
The general term for the fulfillment of obligations (including the deadline for the completion of the construction of the facility) should not exceed the deadline for the implementation of measures for technological connection envisaged by the agreement on the implementation of technological connection to electric grids-02.11.2018.

Any legal or natural person, including an individual entrepreneur, who is a subject of small and medium-sized business, may become a bidder. In order to qualify for victory in this request for proposals, the Participant must:
• have the civil legal capacity to enter into and execute the Contract (that is, meet the requirements established in accordance with the legislation of the Russian Federation to persons carrying out the supply of goods, performing work, rendering services that are the subject of bidding), an individual must have full legal capacity conclusion and execution of the Agreement;
• not be in the process of liquidation; there should be no effective decision of the Arbitration Court on recognizing the Participant of the request for proposals as bankrupt and on opening a bankruptcy proceeding; The property of the Participant of the request for proposals, insofar as it is material for the performance of the Agreement, should not be seized; the economic activity of the Participant of the request for proposals should not be suspended (for a legal entity, an individual entrepreneur);
• not be included in the Register of Unfair Suppliers, which is conducted in accordance with Federal Law No. 223-FZ of 18.07.2011 "On the Procurement of Goods, Works, Services by Individual Types of Legal Entities" or in the Register of Unfair Providers, which is maintained in accordance with the Federal Law from 04/05/2013 № 44-FZ "On contract system in the sphere of procurement of goods, works, services for provision of state and municipal needs";
• possess the necessary professional knowledge and skills, managerial competence and have all the necessary resources (financial, material, production, labor);
• the participant should not have arrears of accrued taxes, levies and other mandatory payments to budgets of any level or state extra-budgetary funds for the past reporting period;
• the participant should have no negative experience of working with IDGC of Volga, PJSC and its branches, confirmed by court decisions that came into force during the last two years before the deadline for submission of applications.
In more detail, the requirements for the Participants, as well as the requirements for the order of confirmation of compliance with these requirements; a detailed description of the types of work, the draft Agreement, as well as a description of the procedures for requesting proposals, are contained in the Documentation on Request for Proposals.
To participate in the request for proposals, it is necessary to submit an application in time, prepared in accordance with the requirements for the composition of applications and the procedure for their execution, as set out in the Documentation on Request for Proposals.
The application must be submitted in the following order: is placed on the electronic trading platform www.b2b-mrsk.ru in accordance with the rules and regulations of its operation in time up to 12-00 (Moscow time) 03.09.2018. in the format of an electronic document, which includes a complete set of documents requested in the Documentation on the request for proposals.
It is not allowed to submit Orders for individual positions or a part of the volume for any of the positions of the total amount of work.
The validity of the applications of the Participants must be at least 90 days after the end of the submission of the Applications of Participants.
In accordance with Part 1 and Part 2 of Art. 2 of Federal Law No. 223-FZ of 18.07.2011 "On the procurement of goods, works, services by certain types of legal entities", this procurement of an open request for proposals is conducted in accordance with the procurement standard of PJSC "Rosseti", in accordance with Part 4 of Art. 447 of the Civil Code of the RF, the open request for proposals is not a tender and is not regulated by the norms of Art. 447-449 Civil Code. This procedure is also not a public competition and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. The Organizer has the right to refuse all received offers (requests) for any reason or to terminate the procedure of open request for proposals at any time, without bearing any responsibility to the Participants.
Consideration and summarizing of the request for proposals will be made to the address: 443068, Samara, ul. Novo-Sadovaya 106, building 1333 in time until 03.10.2018. The organizer of the request for proposals has the right, if necessary, to change this term without any consequences for itself.
The procurement commission gives participants the opportunity to voluntarily and openly increase the preferences of their applications by reducing the initial (specified in the application) prices (rebidding).
Information on the results of the request for proposals will be published in the Unified Information System in the field of procurement www.zakupki.gov.ru, on the electronic trading platform www.b2b-mrsk.ru in accordance with the rules and regulations of their functioning and on the Company's website www.mrsk-volgi .ru in section "Purchases".
The Procurement Commission determines the Winner of the request for proposals, as the Participant of the request for proposals, the application of which took the first place in the ranking of applications according to the degree of preference for the Customer.
The contract on the results of the request for proposals between the Customer and the Winner of the request for proposals must be concluded no earlier than 10 days, but no later than 20 working days from the day of summarizing the request for proposals.
