This procedure of requesting proposals is not a contest and it is not governed by articles 447-449 of part 1 of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not governed by articles 1057-1065 of part two of the Russian Civil Code. Therefore, this request for proposals procedure does not impose an appropriate amount of civil obligation on the customer. Procurement procedures are not subject to the provisions of Federal Act No. 223-FZ of July 18, 2011, on procurement of goods, works, services of individual legal entities, as well as provisions Federal Act of April 5, 2013 N 44-FZ "On the Contract System for Procurement of Goods, Works, Services for State and Municipal Needs". Applicants who have made an offer not in time and/or in breach of the bidding company's procedures and/or who do not meet the selected evaluation criteria may be excluded from the bidding process. Offers are not accepted in other ways when bidding through an electronic trading platform.
