Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1. When submitting an application, it is required to provide completed annexes to the request, as well as copies of constituent documents, a certificate of state registration with the assignment of the OGRN, a certificate of tax registration, financial statements (balance sheet + statement of financial results) for the last reporting year marked by the Federal Tax Service of Russia.
2. In case of disagreement with the proposed form of the contract, when submitting an application, it is necessary to provide a protocol of disagreements.
