This solicitation procedure is not a competition and is not governed by articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not governed by articles 1057-1065 of Part Two of the Russian Civil Code. Thus, this solicitation procedure does not impose an appropriate amount of civil liability on the customer. Procurement procedures are not governed by Federal Act No. 223-FZ of 18 July 2011 on Procurement of Goods, Works and Services by Certain Types of Legal Entities, as well as the provisions of Federal Act of April 5, 2013 N 44-FZ "On the Contract System for Procurement of Goods, Works and Services for Public and Municipal Needs". Applicants who submit an offer not within the deadline and/or in violation of the tendering company's procedures and/or failing to meet the selected evaluation criteria may be excluded from the bidding process.
