Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
Comments: 1. The present competitive procedure for the preliminary selection of the Supplier is sent in accordance with the Tender Rules of the Tender Organizer as part of the procedure for requesting commercial offers, which (like the ongoing preliminary selection of the Supplier) is not an offer, auction or tender and its conduct is not regulated by Art. 447-449 part 1 and 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate amount of civil legal obligations and reserves the right to refuse all proposals received for any reason or to terminate the selection process at any time without explanation, without bearing any responsibility to the Participants.
2. The tender organizer reserves the right to choose several winners, dividing the supply of the indicated quantity of goods at its discretion and without explanation of reasons between several potential suppliers participating in the competitive procedure.
3. After bidding upon request, you must upload your offer with a seal.
4. Half-half KP or incomplete KP on a tender shall not be accepted.
5. After bidding, the bid price of the Bidder becomes fixed and cannot be increased.
6. The Organization / documentation that does not meet the requirements and forms specified in the notice, the Organizer has the right to reject without explanation and to recognize this documentation, and, accordingly, the Bidder, does not meet the requirements of this competitive procedure.
7. The winner (s) of the tender is approved by the chairman of the tender committee, according to the results of all aggregate factors (price, deferred payment, presence / absence of advance payment, guarantee, standard conditions of Rusagro)
