organizer of the request for proposals, hereby
invites legal entities or several legal entities
acting On the side of one participant of
procurement, irrespective of organizational-legal
form, form of ownership, place of location and
place of origin of capital or natural person
(individual entrepreneur) or several natural
persons (individual Entrepreneurs) acting on the
side of one participant of procurement to
participate in the procedure of Open Request for
proposals (hereinafter – Request for proposals)
for the right to conclude a contract for the
provision of services for the maintenance of
systems and technical facilities Security of the
"Marienergo" branch.
Condition of participation of subjects of small
and average business: According to the resolution
of the RF government of December 11, 2014. № 1352:
"On peculiarities of participation of small and
medium-sized enterprises in procurement of goods,
works, services by separate types of legal
entities" and in accordance with the order of PJSC
"Mrsk Center and Volga Region" from 08.12.2017 №
Mr 7-268 R "On approval of the list Goods, works,
services, purchases of which are carried out by
subjects of small and average business ", to
participation in the procedure of purchase are
invited exclusively subjects of small and average
business, OKPAP 2 80.20.10.000.
This Notice and Procurement Documentation (vol.
1, vol. 2, vol. 3), which is an integral annex to
the notice, is published on the official website
of the unified Information system in the field of
procurement (www.zakupki.gov.ru), on the
electronic trading platform ( www.b2b-center.ru)
(hereinafter – ETP) and the official website of
the PJSC "Mrsk Center and Volga Region"
(www.mrsk-cp.ru).
The participant of the given purchase can be
exclusively subjects of small and average
business-legal persons or several legal persons
acting on the side of one participant of purchase,
irrespective of organizational-legal form, form
property, location and place of origin of capital
or any natural persons (individual entrepreneur)
or several individuals (individual entrepreneurs)
acting on the side of one participant of the
purchase. Additional requirements to the
collective participants and the order of
confirmation of their compliance with the
established requirements are given in paragraph
3.3.10. Volume 1 "General and commercial part".
When making a request for proposals on the
electronic trading platform of the ETP B2B-Center
(www.b2b-center.ru), such person must be
registered on the electronic trading platform of
the ETP B2B-center (www.b2b-center.ru) as a member
of this site, and As a participant in the request
for proposals.
In order to qualify for the victory in this
procedure of request for proposals and obtain the
right to conclude a contract with the customer,
the participant must meet the following
requirements:
A) should be a subject of small or medium
business;
b) must have civil legal capacity in full for the
conclusion and execution of the contract (natural
person (individual entrepreneur)-to have the
ability in full for the conclusion and execution
of the contract);
b) should not be in the process of liquidation,
there should be no decision of the arbitral
tribunal on the recognition of the participant
request for proposals bankrupt and the opening of
bankruptcy proceedings, on the property of the
participant, in part essential to the performance
of the contract, Should not be seized, the
economic activity of the participant shall not be
suspended (for a legal entity, an individual
entrepreneur);
D) must be financially sustainable. The financial
stability of individual entrepreneurs is estimated
by the Procurement Commission on the basis of the
book of income and expenses and economic
operations of individual entrepreneur.
e) For legal entities the indicators of financial
stability are estimated on the basis of the
balance sheet and the report on the financial
results calculated in accordance with the method
of assessing the financial stability of the
participant, given in paragraph 4.15 volume 1 "
General and commercial part, according to the
following qualifying criteria:
(e) Net asset value (NAV)-The value of the COA
should be set to > 0;
g) The ratio of revenue commensurability
(CWS)-the value of the CWS should be ≥ 0.5
h) not to be included in the register of
unscrupulous suppliers, which is conducted in
accordance with the federal law of 18.07.2011 №
223-FZ "on procurement of goods, works, services
by certain types of legal entities" or the
register of unscrupulous suppliers, which is
conducted in accordance with federal law № 44-FZ
of 05.04.2013 of the Year "on the contract system
in the field of procurement of goods, works,
services for the provision of state and municipal
needs";
i) should not have complaints (negative
experience) on the execution of previously
concluded with PJSC "Mrsk Center and Volga Region"
and its branches of supply agreements, as well as
on concluded contracts with other customers;
Negative experience means the existence of the
claims recognized by the participant or court
decisions not in favor of the participant due to
default of contractual obligations to PJSC "Mrsk
Center and Volga Region" and its affiliates, as
well as to other customers;
K) must be licensed by the Ministry of Emergency
Situations of the RF for the implementation of
activities for installation, maintenance and
repair of fire safety facilities of buildings and
structures;
L) must possess the necessary professional
knowledge, managerial competence and positive
business reputation, to have the resource
possibilities in accordance with the requirements
of "Volume 2. Technical part ".
Detailed requirements to the participants, as
well as requirements to the order of confirmation
of compliance with these requirements, the draft
contract, as well as a description of the
conditions of request for proposals for the right
to conclude a contract for the provision of
services for maintenance and Technical means of
security of the "Marienergo" branch are contained
in the Procurement Documentation (vol. 1, vol. 2,
vol. 3), which is an integral part of this notice.

Procedure for providing procurement
documentation:
The request for proposals is carried out at the
trading site of the ETP B2B-Center
(www.b2b-center.ru) in accordance with the rules
and regulations in force in this system. The
participant of the request for proposals must be a
user registered in the system as a legal entity or
entrepreneur without the formation of a legal
entity in the prescribed manner and possessing
rights of the system participant. The procurement
documentation is provided through the System
Procurement Board and the official website to any
participants who have indicated their desire to
participate.
All documents included in the application should
be prepared in Russian language.
The cost includes all provider's costs related to
the provision of services, insurance premiums,
taxes, fees, payments and other mandatory
deductions made by the supplier.
Specifying a higher price may serve as a basis
for rejecting the application.
In case of application of simplified tax system
by the applicant, the price offered by such
applicant in the application shall not exceed the
established initial (maximum) price minus VAT
(20%).
The price in the letter of submission of the
offer submitted by the participant shall
correspond to the price specified in the
commercial offer and on the "quotation board" of
the ETP. Otherwise the application of the
participant will be rejected without consideration
on the merits.
The Purchasing Commission also reserves the right
to reject applications with prices inflated at the
expense of the application of conditions
substantially exceeding the requirements of this
documentation.
Under the substantially lowered price of the
participant's application it is understood the
participant's reduction of the bid price by 25
percent or more relative to the initial (maximum)
price determined by the customer;
The fact of submitting an application with a
substantially lowered price, or receiving a
significantly lower price during the course of the
regrind, serves as a basis for additional
examination of the price for its validity. The
request of proposals organizer has the right to
send to the participant inquiries on justification
of the substantially underestimated price.
The Purchasing Commission has the right to reject
the participant's application as not conforming to
the requirements of the procurement documentation,
if the substantially lowered price declared by the
participant is economically unjustified and may
affect the quality of the goods/ Work/services
provided by the procurement documentation.
Participants have the right to appeal the decision
within 3 working days from the date of receipt of
the notice of rejection of the participant's
application. Complaints about rejection of the
participant's application received later than this
period, the request for proposals organizer has
the right not to consider.

1, vol. 2, vol. 3), which is an integral part of
this notice.
The organizer of the request for proposals, by
the decision of the Procurement Commission, has
the right to refuse to request proposals before
the date and time of the deadline for submission
of applications for participation in the
procurement procedure, without incurring any
material Liability to the participants of the
request for proposals. All participants of the
request for proposals, who have registered their
participation in the request for proposals through
the ETP, will receive corresponding notices in the
order established by the rules of this system.
