Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Comments:
this procedure the request for proposals is not a contest, and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

The customer also has the right to refuse to perform price query at any stage, without incurring any liability to the participants.

Parties should provide proof of experience to perform these works at the enterprises of chemical and petrochemical industry (letters from customers, etc.).
Requirement for participation is to provide a set of documents, as specified in the technical specifications, in files: "A list of the documents for checking contractors SAT", "list of documents of the form to fill the 135 contractors", "questionnaire for evaluating contractor on PBJeiOT" with copies of all documents listed in the application form.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
