Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:prepayment not more than 15% in order to ensure the purchase of necessary equipment and materials; 85% upon the fact of work performance, in accordance with the contract in the form of the customer
Delivery terms:at the facility of LLC "Syntanol Plant"
Installation work must be carried out within 30 calendar days, all work, including commissioning and training of the Customer's personnel to work with video surveillance system, must be completed within 45 calendar days.

The counterparty must submit documents according to the list:
• Commercial offer with indication of payment terms (advance), term of work and cost of services and equipment with decryption, warranty terms;

• certificate of state registration of a legal entity or individual entrepreneur;
• certificate of registration for tax accounting;
• charter with all changes;
• a copy of the license for the right to carry out activities subject to licensing;
• a copy of the protocol (decision) on the appointment of a responsible person to sign the contract (copy of the power of attorney);
• counterparty card.


This procedure for solicitation of proposals is not an auction or competition, does not fall under Article 447-449 of the Civil Code of the Russian Federation and does not entail the occurrence of legal obligations at the Customer of choice vendor.
