Ranking of bids

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Mandatory conditions for the spacecraft:
Terms of payment - mandatory deferral of 60 cal.days.

Delivery time must be specified real, i.e. not for the minimum lot at the Supplier’s warehouse, but the maximum taking into account logistics, if it is imported equipment. Delivery time can be reduced when placing an order in comparison with the stated on the site only by agreement of both parties.
TCHs are required to be completed to evaluate the technical characteristics of the proposed models, an instruction manual, a certificate of conformity / declaration must be attached.

A price list will be signed with the winner of the tender (specification without specifying the quantity), fixing prices for equipment, delivery times and production capacity per month until the end of 2020. The exact amount of equipment is not indicated, the estimated need for the year is enclosed in a separate file and will not be fixed in the specification. Proposals in the tender are considered only under the condition of a fully completed TCH, and the availability of a complete set of documentation required by the terms of reference. The delivery time must be specified real, taking into account production capacity, taking into account the risks to logistics, if imported models are offered.

Participation is free of charge.
No E-signature is required.
A procurement participant may repeatedly improve its price offer until the end of filing.
Only one legal entity can participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as a restriction of competition and is the basis for withdrawing from the competition all affiliated participants.
