Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:the payment will be made in roubles after 35 (thirty five) banking days after the first payment date of the customer (Monday and Wednesday) after receiving the goods in a warehouse of the buyer/consignee.

Delivery terms:and one-time delivery, not on applications of plants during the repair period. Fixing of prices not less than 6 months.

Comments:
1. This competitive procedure by prior choice of the provider aims in accordance with the Rules of organizer of the successful bidder the tender within the framework of the implementation of the procedures for requesting bids, which (like the ongoing procedure pre-selection of Provider) does not constitute an offer, auction or competition, and her conduct not governed by art. 447-449 h and 1057-1061 h 1 2 CC of the RF. Thus, this procedure does not impose on the organiser of the corresponding volume of civil-law obligations and leaves behind it the right to reject all proposals received for any reason or to stop the selection procedure at any time without explanation without incurring any liability to participants.
2. the tender Organizer reserves the right to select a few winners, dividing the number of delivery of the goods at our discretion and without explanation between several potential suppliers-participants of competition procedures .
3. Organization/documentation not corresponding to the specified notification requirements and forms, the organizer has the right to decline without explanation and accept this documentation, and accordingly the applicant that does not comply with the requirements of this competitive procedures.
4. The first step is to load the offer price in the form of a table (starting prices, which in stage 2 can be corrected) with the seal of the Organization, it is also necessary to make every constituent documents according to the list as an attachment.
5. the second phase involves trades with filling all the additional fields of the proposals UNTIL the SECOND STAGE of the reporting organization permitted IPS and have downloaded all the necessary documents according to the list in the first stage.
6. Prices shall be indicated excluding VAT and include cost of goods, packaging, decoration of the statutory documentation, delivery to the factories.
7. Payment will be made in roubles after 35 (thirty five) banking days after the first payment date of the customer (Monday and Wednesday) after receiving the goods in a warehouse of the buyer/consignee. If it is impossible to confirm the requested terms of payment, we ask you to offer their own. Please note that any advance payment bank guarantee should be provided (not appreciated). Standard penalties 2.5% per week. (see template contract annex 3)
8. Fixing the prices of at least 6 months with a possible prolongation (preference will be given to the provider with the highest fixation period prices).
7. the winner (s) bidding affirms the Chairman of the tender Committee, according to the results of all aggregate factors (price, deferment of payment, the presence/absence of the advance warranty, standard conditions Rusagro, timing of fixation of prices).
8. All bids for contractors on the electronic B2B Rusagro free.
EDS is currently not required.
