Rusagro-Center LLC (Tender Organizer) invites you to participate in a tender for the supply of bearings to RUSAGRO SBN plants. (factory addresses Appendix 2)
trading in the electronic trading platform from 03/17/2020 to 03/23/2020 2:00 p.m.
1. This competitive procedure for the preliminary selection of the Supplier is sent in accordance with the Tender Rules of the Tender Organizer as part of the procedure for requesting commercial offers, which (like the ongoing procedure for the preliminary selection of the Supplier) is not an offer, auction or tender and its conduct is not regulated by Art. 447-449 part 1 and 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate amount of civil legal obligations and reserves the right to refuse all proposals received for any reason or to terminate the selection process at any time without explanation, without bearing any responsibility to the Participants.
2. The tender organizer reserves the right to choose several winners, sharing the supply of the specified quantity of goods at its discretion and without explanation of reasons between several potential suppliers participating in the competitive procedure.
3. The Organizer / documentation that does not meet the requirements and forms specified in the notice, the Organizer has the right to reject without explanation of reasons and recognize this documentation, and, accordingly, the Applicant, not meeting the requirements of this competitive procedure.
4. In the tender, I ask you to set the final prices, as well as attach all constituent documents according to the list in the attachment (Appendix 1). Also indicate whether you are ready to accept our standard contract form unchanged.
5. Prices should be indicated without VAT and include the cost of goods, packaging, registration of documentation required by law, delivery to the factories.
6. 100% payment will be made in rubles after 60 (sixty) calendar days on the first payment day of the Customer (business Monday and Wednesday) after receipt of the goods at the warehouse of the Buyer / Consignee. The adoption of the Rusagro model contract with penalties of 2.5% is specular - MANDATORY. (see the contract template Appendix 4).
The organizer reserves the right not to consider proposals that do not meet the above requirements of Rusagro.
7. Bearings should be offered positionally based on equipment categorization (see Standard) - recommendations on choosing a supplier will take into account this Standard. Supplier selection will be carried out in category A (SKF, FAG, TIMKEN) ONLY at official dealers of these manufacturers.
8. Proposals during the procedure will be accepted for consideration, provided that the price is fixed for at least 4 months with a possible extension (preference is given to the supplier with the longest period for fixing the price).
The organizer reserves the right to add to the list of unreliable suppliers organizations that have confirmed Rusagro conditions during the tender and subsequently do not hold the agreed deadlines (will not be invited to subsequent tenders).
9. Winner (s) of tenders are approved by the chairman of the tender committee, according to the results of all aggregate factors (price, deferred payment, presence / absence of advance payment, guarantee, standard conditions of Rusagro, terms for fixing the price).
10. The supply is not one-time, but at the request of the plants during the repair period until 08/01/2020 (with a possible extension). The quantity can be adjusted at the request of the plant, both up and down.
11. In the event that prices are obtained by the results of the tender above the budget planned by the plants, a rebidding is possible between the participants in the main stage.
12. The proposals of applicants whose companies have a registration period of less than one year and have not submitted statutory and accounting documents to the electronic trading platform are not accepted for consideration (Appendix 1)
13. When signing contracts with the winning suppliers, it is mandatory to sign Appendix 5 "Anti-corruption clause" and Appendix 6 "Special conditions_ due diligence" on both sides (Supplier and Plant)
