3) The Customer reserves the right to amend the documentation, accept or reject any application, as well as terminate the request for price process and refuse all applications at any time before the conclusion of the contract, while the Customer will not be liable to participants in the procedure who submitted the application, as well as will not be liable for notification of the reasons for such a decision. The procurement participant who submitted the application bears all the costs associated with the preparation and submission of its application, the Customer is not responsible and does not bear obligations for these costs, regardless of the nature of the procedure or the results of the consideration and evaluation of participants' applications.
