3. This request for proposal procedure is not conical and is not governed by articles 447-449.$ This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer
