Information for participants:

The list of vehicles and the number of hours are indicated in the terms of reference. This list of operating time is preliminary and monthly requirements may vary based on business needs. The price is fixed until the end of 2021. The requirements set forth by the Customer are specified in the terms of reference and must be observed at all points, since the services will be provided on the territory of the restricted facility of OOO LUKOIL-Volgogradneftepererabotka with a checkpoint and its own security system. The cost of one car hour includes the cost of fuels and lubricants, repairs, depreciation of equipment and other incidental costs borne by the lessor.

1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Participants of this procedure MUST attach the Bidder's Questionnaire and documents according to the list to their proposals in electronic form, prior to opening the envelopes, at the same time as submitting the proposal and a file in the form of a scanned copy of their commercial proposal signed by an authorized person and certified by the seal of the organization participating in this procedure. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.

Note: this request for proposals is not a tender notice (public tender) or a public offer and is not governed by Art. 447 - 449 part 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 h. 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability before the participants.
