This prequalification of bidders is carried out in order to select possible participants eligible for participation in competitive procurement procedures, in accordance with the requirements and criteria established by the organizer of the procedure in the documentation of prequalification, as well as to coordinate a standard sample and technical characteristics for each article of the finished products.

This prequalification is not a competition or auction and its conduct is not governed by Articles 447–449 of Part One of the Civil Code of the Russian Federation. This prequalification is also not a public competition and is not governed by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation. Thus, this prequalification does not impose on the customer and the procurement organizer the corresponding amount of civil law obligations for the mandatory conclusion of an agreement with a participant who has passed it.
