In case a Participant is not able technically to submit a proposal via E-Marketplace, Organizer can accept the proposal of such participant via USMS-DE2@mechel.com e-mail and upload that proposal into the system by himself under the following conditions: - Participant must be registered in the system, the proposal must be sent to e-mail not later than 6 business hours before proposals submission deadline specified in the Announcement with mandatory notification of the responsible person on the phone. Documents shall include a formal application letter towards to the Organizer with a request to post an electronic version of the proposal in the system and the waiver of any claims related to the fact that the proposal will be placed in the system not by the Participant himself. Please note, that this request is not a notice of tender or a public offer and is not regulated by Articles 447 - 449, Section I, and Articles 1057 - 1061, Section II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil and legal obligations on the Organizer, and the Organizer reserves the right to refuse all the received proposals for any reason, or to terminate selection procedure at any time, incurring no liability before the participants.
