The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

When submitting an application, it is required to provide completed appendices to the request, as well as in the absence of experience working with Lebedinsky GOK JSC. - copies of constituent documents, certificates of state registration with the assignment of OGRN, certificates of tax registration, accounting statements (balance sheet + financial results report) for the last reporting year with a mark of the Federal Tax Service of Russia, a license to provide services for this activity (if available).
2. In case of disagreement with the proposed form of the contract, a protocol of disagreement must be provided when submitting an application.

The submitted technical and commercial proposal should consist of two parts – technical (Appendix 1-4) and commercial (Appendix 5), certified by the signature of the head with a seal impression.
